INFORMATION <br /> Letter to Mary Saarion fl \J <br /> May 1, 1997 � 111 <br /> Page Two <br /> * The monitor opens and closes the locked gates, directs traffic, <br /> • ensures that only acceptable yard waste materials are deposited, <br /> ensures that residents take their containers or bags back with <br /> them, counts the number of users of the site, and performs <br /> related duties . <br /> * The monitor has a cellular phone for communication with other <br /> Division of Solid Waste staff and for emergencies . John <br /> Springman or other designated staff are available to the monitor <br /> by telephone or pager whenever the sites are open, including <br /> evenings and weekends . <br /> * Lighting will be added as part of the site improvements , T° <br /> lights will only be on when needed, which is generally in the <br /> fall when daylight hours are getting shorter. The lights will - <br /> have a manual switch box that is locked. The site monitor will <br /> have a key and will control the lights . <br /> 5 . Traffic and Dust Control <br /> * Currently ingress and egress to the site are from a two-lane road <br /> at the south edge of Ardan Park. Traffic enters the site through <br /> the east gate 'and exits through the west gate . <br /> * When the site improvements are made later this year, ter- f : ,:_ will <br /> continue to enter at the south edge of the .park, and then will <br /> leave through a gate on the north side of the site that lads to i <br /> a new exit to be constructed on Long Lake Road. <br /> * The Division of Solid Waste mitigates dust by directing the <br /> County' s dust control vendor to apply dust suppressant materials <br /> on a regular basis . <br /> * The site improvements will include paving the entrance and exit <br /> of the site and improving the site surface with recycled asphalt, <br /> millings . These improvements should help reduce or eliminate <br /> dust . <br /> 6 . Composting and Hauling of Yard Waste <br /> * Some leaves are- composted on-site. The Division of Solid Waste <br /> directs its contractor, currently A-1 Walsh, to pile these leaves <br /> into windrows and to turn them periodically when wind conditions <br /> are favorable. Turning helps to aerate the pile, which creates <br /> conditions for faster composting while reducing the potential for <br /> odor generation. <br /> * Because the site is small, A-1 Walsh hauls out a significant <br /> volume of leaves, which exceed the composting capacity of the <br /> site, to the County' s- composting site in White Bear To reship. <br /> * During June-September, when the yard waste received is <br /> predominantly grass clippings, all yard waste is hauled out by <br /> A-1 Walsh twice per week (currently Mondays and Thursdays) to a <br /> private vendor for landspreading or composting. <br /> * Finished compost is made available for residents to take; free of • - <br /> charge . The Division of Solid Waste also provides some compost <br /> to non-profit agencies, including municipalities . <br />
