The O'Neil property is located at <br /> 2430 Highway 10, and is bounded by Highway 10, Long Lake Road, and County Road H2. It <br /> includes approximately 24 acres. The amendment as requested would change the Comp Plan <br /> designation on the O'Neil property from medium density residential (3-6 units per acre)to mixed <br /> • use PUD, which would allow commercial and office development. The applicant is also <br /> proposing, in a separate application, to rezone the O'Neil property to allow development of a 16- <br /> screen movie theater and three 11,000 square foot office buildings. The rezoning application is <br /> inconsistent with the current Comp Plan designation, but would be consistent with the proposed <br /> designation. <br /> Staff is recommending that if the designation is changed, it be divided into two types: <br /> • an area approximately 150 feet deep along County Road H2 which would be designated as <br /> Mixed Use PUD-lower intensity, defined as allowing duplex and multi-family housing up <br /> to 8 units per acre and offices <br /> • the remainder of the property which would be designated as Mixed Use PUD-higher <br /> intensity, defined as allowing commercial uses and multi-family housing up to 20 units per <br /> acre <br /> The Mounds View Comprehensive Plan divides the City into 12 planning districts. The O'Neil <br /> property is located in District 1. Staff is recommending that changes be made to the text for <br /> District 1, the planning district in which the O'Neil property is located, as part of this Comp Plan <br /> amendment. <br /> Discussion <br /> . The question before the City Council is whether the Comprehensive Plan, which is intended to <br /> guide future development of the City, should be amended to change the expectations for the <br /> O'Neil property from residential to commercial uses.
