• <br /> City of Mounds View Staff Report <br /> May 9, 1997 <br /> Page 4 <br /> • <br /> Staff feels that the change in designation from medium density residential to mixed use PUD <br /> presents a number of economic benefits to the community, and is a better use of this property than <br /> its current designation or its current zoning as long as potential impacts on the adjacent <br /> residential neighborhood are addressed and mitigated. As is noted earlier, creating two Comp <br /> Plan designations on this property, which would limit the area along County Road H2 to low <br /> intensity uses, is intended to addresses the issue of compatibility of land uses. In addition, using a <br /> designation which indicates that a Planned Unit Development process is to be used, also allows <br /> compatibility and project design to be addressed in a much more effective way. <br /> Process for Amendment: <br /> The City's Municipal Code does not include criteria for the review of comprehensive plan <br /> amendments. Staff is suggesting that the City Council use the general land use goals and policies, <br /> contained on pages 55-56 of the Comprehensive Plan, as a guide to whether the change from <br /> medium density residential to mixed use PUD still fits within the broad parameters of what the <br /> City views as desirable. Suggested findings relative to these goals and policies are noted under <br /> the fifth WHEREAS clause on page 2 of Resolution No. 5104 (see attached). Staff is also <br /> suggesting that a finding be made whether this proposed change creates greater consistency <br /> between the City's Comprehensive Plan designation and the zoning designation on this property <br /> (see the WHEREAS clause on page 3 of Resolution 5104). <br /> A revised map for District 1 is included as Exhibit 1 to the resolution; the revised text is included <br /> • <br /> as Exhibit 2 to the resolution. The existing text for District 1 is included as Attachment 2 to this <br /> report. <br /> The Comprehensive Plan is one of the fundamental policy documents used by cities to envision <br /> their desired future. The comprehensive plan is a series of choices, and these choices have social, <br /> economic and environmental consequences. In the area of land use, the plan is often used to <br /> balance between community desires and the market place, which for the most part initiates, <br /> finances and constructs development of homes, businesses, entertainment and leisure uses. Cities <br /> can shape the character of their communities if they translate the vision in the comprehensive plan <br /> into development regulations, which then molds what happens in the marketplace. The <br /> marketplace, however, keeps moving and continues to bring ideas to communities which may not <br /> have been anticipated by the plan or which differ from the plan. Plans need to be revisited, and <br /> updated to keep pace as circumstances change or as opportunities arise. This request is coming <br /> from the marketplace and presents opportunities and consequences. The City Council, after <br /> hearing testimony from citizens, the applicant and staff, must judge whether this change in the <br /> Comprehensive Plan designation for the O'Neil property works for Mounds View. <br /> Recommendation: <br /> The Planning Commission by a vote of 6-0, and the staff recommend approval of Resolution No. <br /> 5104 adopting a comprehensive plan amendment from Medium Density Residential to Mixed Use <br /> PUD for Commercial Uses for the O'Neil Property, 2430 Highway 10, and revisions to the text <br /> for Planning District 1, and shown in Exhibits 1 and 2 of the Resolution. <br />
