• <br /> City of Mounds View Staff Report <br /> May 9, 1997 <br /> Page 5 <br /> • Attachment 1 <br /> History of Efforts to Update the <br /> Mounds View Comprehensive Plan <br /> The 1979 Comprehensive Plan(approved by the City Council on July 26, 1982) divided the City <br /> into 12 planning districts, and included a map showing proposed land use for each district. The <br /> O'Neil property is located in District 1. The 1979 map shows this property proposed for medium <br /> density residential development. <br /> From this point, a series of efforts were undertaken to update the Comprehensive Plan and gain <br /> consistency between the Comprehensive Plan and zoning, which are described in below. We have <br /> included this history to give the Planning Commission an indication of the thinking which has <br /> occurred about District 1 and the O'Neil property. <br /> • 1983: A series of Planning Commission discussions were held on lots where the zoning <br /> and comprehensive plan designations were in conflict, in particular along Highway 10. It <br /> is not known how the situation on the O'Neil property was viewed. <br /> ■ 1986-1989: The Comprehensive Plan Update '88 was prepared and a series of joint City <br /> Council and Planning Commission meetings were held on this document. The copies on <br /> • file do not have district maps with land use. The differences between comprehensive plan <br /> designations and zoning designations is discussed as an issue, and the list of properties in <br /> this situation includes the O'Neil property. There is a discussion of the problems <br /> associated with down zoning properties. The 1988 Update includes a Trunk Highway 10 <br /> Corridor Plan which places the O'Neil property in the"Community Center District". <br /> Revised text for District 1 was prepared in 1989, which said much less than the earlier <br /> description. Not adopted. <br /> ■ 1990: A Comprehensive Plan Update '90 was prepared and transmitted to the City <br /> Council and Planning Commission on July 13, 1990. The O'Neil property was shown for <br /> highway commercial and medium density residential with the dividing line being more-or- <br /> less the dividing line between the two zoning districts on the property. Not adopted. <br /> • 1991: New maps were prepared for the districts, showing the O'Neil property as"Mixed <br /> Use -LD/MD" for the O'Neil property, or low density and medium density residential. <br /> (See Attachment 5.) The Planning Commission adopted Resolution No. 318-91 <br /> recommending to the City Council adoption of the plan dated August 1991. This plan <br /> included the following guideline: <br /> "The existing City government offices,community parks and recreational areas <br /> should serve as the area to be identified as City Center,the focal point of the <br /> community. This component of the City would also be a suitable location for <br /> • additional office park facilities,should the market support such expansion." <br />
