City of Mounds View Staff Report <br /> May 9, 1997 <br /> Page 6 . <br /> Not adopted. <br /> ■ 1993-1994: Mounds View Focus 2000 Implementation Plan, prepared in September <br /> 1994, included the following goal: <br /> Create a redevelopment plan for Highway 10 as a community oriented boulevard. <br /> The 1994 Action Steps included: <br /> Create a Highway 10 Redevelopment Task Force or related task force under the Economic <br /> Development Authority to develop a long range strategic plan for the redevelopment of <br /> Highway 10. <br /> Complete an inventory of properties along Highway 10,noting zoning,use,activity,and <br /> property condition. <br /> Evaluate long and short term uses and recommend changes. <br /> ■ 1994-1995: The Highway 10 Redevelopment Plan prepared by a task force with <br /> representatives from the Economic Development Commission, Planning Commission and <br /> Parks and Recreation Commission, and forwarded to City Council. The task force <br /> recommended that the O'Neil property be developed as light commercial use such as a • <br /> corporate headquarter/office campus setting or townhomes. <br /> In summary, the designation in the adopted Comprehensive Plan for the O'Neil property is <br /> medium density residential. This designation is 18 years old. Since 1979, consideration has been <br /> given to retaining the medium density residential designation, and to changing it to highway <br /> commercial, mixed use low and medium density residential, office park, corporate headquarters <br /> office, or townhomes. The issue ranked as most important in the 1988 Comprehensive Plan <br /> Update, based on a series of Planning Commission workshops, was: <br /> "The function of Trunk Highway 10 needs to be determined e.g.,strip commercial corridor, <br /> community commercial district,highway service district,subregional commercial center,or <br /> residential district." <br /> Suffice it to say, the future development of the Highway 10 corridor including the O'Neil <br /> property, has been under discussion for an extended time. <br /> • <br />
