Access to the restaurant site on Parcel A would be from Long Lake Road. <br /> • Parking <br /> The following parking ratios are proposed for this project: <br /> Off-Street Parking <br /> Land Use Regulations Proposed PUD #Required <br /> 16-screen theater 1 space per 4 seats 1 space per 4 seats 662 spaces <br /> offices 3 spaces+ 1 space per 175 sq.ft. 1 space per 250 sq.ft. GFA or 1 space/ N/A(2) <br /> 3 seats,whichever is more;+ 1 space/ 3 seats,whichever is more <br /> 80 square feet of kitchen <br /> (1) The approval of this PUD includes approval of joint use of the parking area by the theater and the office buildings because of <br /> offsetting hours. No additional parking spaces are required for the office use as long as at least 260 spaces are built for the theater <br /> use,and a cross-access and parking easement is recorded for the theater parking area to allow unobstructed access by the office <br /> use prior to issuance of building permits for either the theater or the office buildings. If the office buildings are constructed in <br /> advance of the theater use,parking at a ratio of 1 space per 250 square feet shall be provided. <br /> (2) To be determined at time of development plan approval based on square footage shown in restaurant uses;restaurant <br /> uses shall be self-sufficient and shall not require use of theater parking. <br /> Off-Street Parking Requirements published by the American Planning Association lists two examples <br /> of ratios for theaters: 1 space per four seats (Bellevue,WA), and 1 space per five seats (Ames,IA). <br /> Mounds View's ratio matches the more conservative ratio. The theater complex is proposed to have <br /> 2,648 seats, which would require 662 parking spaces. The applicant has noted on the plan that there <br /> are 700 parking spaces provided or 38 more than the requirement. Actual parking provided will be <br /> confirmed at the development plan stage. Parking for handicapped customers must be provided as <br /> required by the State Building Code. A survey of restaurant parking requirements in 21 communities <br /> showed the most common requirement is 1 space/3 seats where seats are used, and 1 space/100 square <br /> feet where square footage is used. The PUD District allows a ratio different than the City's standard <br /> requirement to be set through the PUD stipulations. <br /> s Market Demand; Long Term Viability of Use <br /> Theaters: The market demand for theaters is discussed on page 4 of this report. <br /> Office Buildings: The applicant has provided a listing of office buildings in the 10,000-15,000 square <br /> foot size located in northeast and northwest sectors of the Twin Cities marketplace, with the amount of <br /> square footage they contain and the amount vacant. The report includes the following communities: <br /> Anoka, Blaine, Brooklyn Center, Brooklyn Park, Columbia Heights, Coon Rapids, Crystal, Elk River, <br /> Fridley, Golden Valley, White Bear Lake, Maple Grove,New Hope, Osseo, Plymouth, Robbinsdale, 1111 <br /> Rogers, Spring Lake Park, Arden Hills, Circle Pines, Gem Lake,Lauderdale, Little Canada, <br /> Maplewood,New Brighton, Oakdale, Roseville, Shoreview, and St. Anthony. The total square footage <br /> for this area is 1,461,273 sq.ft. The total available is 85,147 sq.ft. or a vacancy rate of 5%. Out of 121 <br /> buildings, 107 have no space available. <br />
