Planning Commission <br /> Case No. 471-97: O'Neil Property <br /> March 28, 1997 <br /> Page 8 <br /> The Towle Report indicates low rise office and/or medical/professional buildings that would be <br /> oriented for either a single tenant or multiple tenants are feasible uses in the Highway 10 corridor. The <br /> need for professional and medical services is great given the growing concentration of senior housing in <br /> the Highway 10 corridor, and the aging population in general. <br /> Restaurants: The restaurants are proposed to be sit down,family-style or specialty restaurants missing <br /> from this market. They are not proposed to be fast food restaurants, bars or taverns. <br /> • Economic Benefits <br /> Property Taxes: Approximately$66,000 dollars in property taxes are being paid annually on the <br /> O'Neil property, based on a market value for the land at$1.1 million. The estimated value of the <br /> property with development of the proposed project is $11 million, which would generate$691,000 in <br /> property taxes. The City's share of the property taxes would be$113,000 annually. <br /> Employment: It is estimated that the development will generate approximately 77 full time and 52 part <br /> time new jobs for the community. <br /> Multiplier Effect: As noted in the last staff report, hotel and entertainment uses have one of the highest <br /> multiplier effects, i.e. the ability of one business to generate additional economic activity that creates <br /> more jobs and brings customers to other businesses. The applicant has provided an article which <br /> discusses the economic impact multi-screen movie theaters have made in other communities(see <br /> • attached). <br /> • Public Safety <br /> Police: The Mounds View Police Department has indicated that since there will be more people and <br /> cars on the site with development,there will be more police calls because of criminal activity. <br /> Accidents,theft, vandalism and disorderly conduct are examples of the type of incidents which may <br /> occur. Because of the buffers provided around the development, the Police Chief would expect these <br /> problems to be confined to the site and he does not expect the surrounding area to be adversely <br /> affected. <br /> Staff checked with three other police departments which either deal with existing multi-screen theaters <br /> or have reviewed proposed theater developments. The two departments dealing with existing theaters <br /> noted the typical problems are thefts from automobiles, some children and teenagers congregating, and <br /> some underage consumption of alcohol in the parking lot. They did not feel these were serious <br /> problems. <br /> Fire:The Fire Marshall has reviewed the plan for this development and has responded that it does not <br /> present any concerns. The entrance design and fire hydrant locations would be reviewed at the <br /> development plan stage. The Fire Marshall is aware that MnDOT is restricting access to one point <br /> midway between Long Lake Road and County Road H2. He noted that it would be helpful if there was <br /> an emergency access drive at the south end of the site near Donatelle's. MnDOT would have to give <br /> permission for this access point. <br />
