Planning Commission
Case No.471-97: O'Neil Property
March 28, 1997
Page 9
■ Schools
A concern was raised by residents that the theater proposal would result in an increase in truancy. Staff
interviewed the principals of Irondale High School, Edgewood Middle School, and Pinewood and
Sunnyside Elementary Schools. The general consensus was that the principals did not see the
theater complex as creating any appreciable problems for them. They did not expect the theaters
to add to truancy, i.e. if a child decides to be truant, they will do so whether there is a theater or
not. There may be an occasional child who makes the mistake of going to the theater. Donna
Nelson, principal at Pinewood, suggested that developing a cooperative working relationship with
the theater management could address this problem. Ms. Nelson noted that having the theater
building available as an emergency shelter should the school need to be evacuated in severe
weather would be helpful. Penny Howard, principal at Edgewood, noted that the theater might
give children a constructive place to go, outside of school hours.
■ Additions to Infrastructure
The PUD stipulations include requirements for the construction of acceleration and deceleration lanes
on Highway 10, as required by MnDOT, a sidewalk along Highway 10 from Long Lake Road to
County Road H2, and a walkway around the north end of the wetland to connect to the
sidewalk/trailway along Mounds View Drive.
■ Dimensional Requirements
The proposal meets or exceeds the typical dimensional requirements for commercial and office
development, and the site size and frontage requirements for commercial PUDs.
Required Provided
Building Setbacks'
Office Buildings
Front 30 feet 235'min; 795'max
Side 10 feet; 30'if abutting street; 100'to Donatelle's
20'if abutting residential 470'to Long Lake Rd
Rear 20 feet; 30 if abutting residential 50 feet
Theater
Front 30 feet 34 feet
Side 10 feet; 30'if abutting street; 620'to Donatelle's
30'if abutting residential 430'to Long Lake Rd
Rear 30 feet;40'if abutting residential 235 feet
Parking Lot Setbacks'
Front 30 feet 30 feet
Side 5 feet 10'to Donatelle's
350'to Long Lake Rd
Rear 5 feet 50 feet
'The setbacks for the office use are from the B-2 district which is the zoning district where such uses ,
first appear as permitted uses.
