MAY-'9-97 FRI 13: 08 SRF FAX N0, 4752429 P. 02
CONSULTING GROUP
• P , INC .
sff
Transportation•Civil •Structural ■Environmental ■Planning g ■
Traffic ■Landscape Architecture■Parking
SRF No. 0972600
MEMORANDUM
TO: Pam Sheldon
Director of Community Development
City of Mounds View
FROM: Charleen A.Zimmer, AICP
Nancy Heuer, P.E.
DATE: May 2, 1997
SUBJECT: O'NEIL PROPERTY TRAFFIC STUDY
(FOR ADDITIONAL RESTAURANTS)
• INTRODUCTION
Anthony Properties is proposing the addition of two - 7,500 square foot high turnover
restaurants on Outlot A and Outlot B of the O'Neil Property_ The entire proposed
development would include a movie theater, three office buildings and two restaurants.
One restaurant will use the right in / right out access on Highway 10 and the other will
have full access on Long Lake Road. Applebee's is an example of the type of restaurants
being proposed.
TRIP GENERATION AND ASSIGNMENT
A trip generation estimate was prepared for the proposed restaurant development based
on trip generation rates from the Institute of Transportation Engineers (ITE) Trip
Generation, Fifth Edition, 1991. The ITE trip generation rate for the restaurants was
based on the total square footage of the buildings. A five percent trip reduction was
assumed for the restaurant trips to account for multi-purpose trips being made between
the movie theater and restaurants, The estimated trips generated by the proposed
development are shown in Table 1.
The trips generated by the proposed development then were assigned to the adjacent
street system using the same distribution as found in the April 17, 1997 Traffic Study
Addendum which is based on the regional distribution of population and employment and
existing travel patterns in the area(See Figure 1).
Attachment 6
One Carlson Parkway North, Suite 150, Minneapolis, MN 55447-4443
Telephone (612) 475-0010 ■ Fax (612) 475-2429
