SUMMARY OF NEIGHBORHOOD MEETING <br /> REGARDING DEVELOPMENT OF <br /> O'NEIL PROPERTY <br /> January 15, 1997, 7:00 PM <br /> Bel Rae - Community Center <br /> This was the second neighborhood meeting held on a development plan for the O'Neil property. (The <br /> first meeting was held on December 12, 1996.) The O'Neil property is 24 acres in size and is bounded <br /> by Highway 10, Long Lake Road and County Road H2. There is a sizeable wetland along the west side <br /> of the property. The main purpose of the meeting was for the developer to present a revised plan and <br /> explain how it addressed the citizen concerns voiced at the first meeting. The developer, Anthony <br /> Properties, was represented by Jay Anthony, Wendell Smith of W.R. Smith& Assoc, and John Pope of <br /> Pope Associates. <br /> The revised proposal shows a 16-screen movie theater and two one-story office buildings containing <br /> approximately 12,000 square feet each. A copy of the plan is included with this summary. The movie <br /> theater building has been moved from its original location against County Road H2 to approximately <br /> halfway between County Road H2 and Highway 10 on the east side of the wetland. The building does <br /> not encroach into the wetland. The office buildings have now been placed along the south edge of the <br /> property, along County Road H2. There is a 75 foot buffer between the edge of the pavement on <br /> County Road H2 and the office buildings. The developer intends to leave the existing trees in this <br /> • buffer area. They are also proposing to build a fence along the south side in between the office <br /> buildings and to the edges of the development, to screen the development from view from County Road <br /> H2. The revisions made by the developer were intended to orient the development toward Highway 10 <br /> and provide a buffer for the residential neighborhood to the south. <br /> The developer has obtained approval from the Minnesota Department of Transportation(MnDOT)to <br /> have a driveway onto Highway 10 approximately halfway between Long Lake Road and County Road <br /> H2. At this time, the entrance would be right-in, right-out, meaning there would be no break in the <br /> median on Highway 10. One of the two driveways onto County Road H2 was eliminated, and the <br /> remaining driveway was moved to the east end of the property. The developer thought it would be <br /> possible to eliminate the driveway on County Road H2, if he could obtain approval from MnDOT for a <br /> median break and full intersection on Highway 10. <br /> Approximately 150 people were in attendance at the meeting. There was general recognition that at <br /> some point in the future the property would be developed. Most of the people who spoke were <br /> opposed to this project. Two people who spoke indicated that they were favorable. The concerns and <br /> objections raised by the residents included: <br /> • proposal was not consistent with the City's comprehensive plan <br /> • proposal did not fit with the residents' view that Mounds View is a bedroom community <br /> • possible negative impact on the wetland and the water table <br /> • suitability of the soils for development <br /> • amount of water runoff which would occur, and whether storm drains were adequate <br /> IP • amount of traffic and traffic congestion on Highway 10, County Road H2 and Long Lake Road <br /> and at intersections; project would add to existing problems <br /> • anticipated problems with cut-through traffic; speeding through the neighborhood <br />
