WI <br /> TO: Ms. Pamela Sheldon, City of Mounds View <br /> FROM: Glen Van Wormer and John Hagen <br /> DATE: May 9, 1997 <br /> RE: Review of Site Traffic Impact Analysis <br /> Proposed PUD at Silver Lake Road and TH 10 <br /> Mounds View, Minnesota <br /> SEH No. A-MOUND9701.00 <br /> The purpose of this memorandum is to summarize our review of the March 19, 1997 traffic impact <br /> analysis prepared by Biko Associates, Inc. for the proposed development at Silver Lake Road and <br /> TH 10 in the City of Mounds View. <br /> • Trip Generation <br /> The trip generation volumes presented in the March 1997 report are generally within range of those <br /> presented in the ITE's Trip Generation Manual. The gas/convenience store is shown to generate <br /> approximately 1,900 trips per day. Super America stores with 8 pumps and 4,000 square feet <br /> generally draw higher volumes. The other trip generation calculations are also at the low end of <br /> range for ADT, but the p.m. peak hour is reasonable. <br /> The 58 percent"pass-by"trips for the gas/convenience store in the p.m. peak is reasonable based on <br /> studies and experience; however, all trips generated by the development will impact the driveways <br /> and almost all will affectthe turning at Silver Lake Road and TFI 10. <br /> The p.m. peak hour volumes used in the report's analysis are on the conservative side since pass-by <br /> trips were not factored into the fast food volumes and no multipurpose trip reduction was applied <br /> to the gas station, fast food or the office volumes. <br /> Distribution <br /> The directional distribution of the site generated traffic appears reasonable. We would expect more <br /> trips on Silver Lake Road and more from eastbound TH 10 than westbound TH 10, primarily due <br /> to access to the site. The general direction and volumes seem reasonable. <br /> i <br />
