Using trip generation and distribution, additional traffic <br /> and changes in traffic due to pass-by at Silver Lake Road and TH 10 were calculated. These were <br /> compared to the volumes presented in the capacity analysis made for the "No-Build Existing" and <br /> "Build Development" scenarios. Most of the volumes are reasonably close. We concur that little <br /> change will occur during the p.m. peak hour. The a.m. peak should have even less impact. <br /> The analysis of the"Build Development: Driveway D"is puzzling. Volumes on page 1 of the print- <br /> out show no outbound left turns and very low traffic on Silver Lake Road. Silver Lake Road ADT <br /> is 5,700 south of TH 10. Northbound volume in the Silver Lake Road/TH 10 analysis is 350 in the <br /> p.m. peak hour. Our calculated driveway volumes are 65 westbound right turns, 16 westbound left <br /> turns, and 97 southbound left turns. These volumes differ significantly from the volumes used in <br /> the report's analysis. Therefore, a new driveway analysis is needed. <br /> We have a concern over the southbound left turns from Silver Lake Road to Driveway D. We <br /> calculate a northbound stacking at 9 vehicles in the p.m. peak for a back-up of 225 feet. The <br /> northbound vehicles will also be "metered" from the 4-way stop at County Road I. Therefore, gaps <br /> will be tight for the southbound left turning vehicles. • <br /> Due to the heavy eastbound volumes on TH 10 in the a.m. peak period, we also believe that there <br /> is a need for the report to provide an analysis of Driveways A and B, during the a.m. peak hour. <br /> Site Circulation <br /> There have been some on-site circulation concerns which have been identified. The fast food exit <br /> conflicts with the car wash stacking, and the fast food entrance conflicts with the car wash entrance. <br /> Further complicating the entrance to the fast food and car wash is their close proximity to Driveway <br /> D. The car wash stacking is also not clear. <br /> It appears that the geometrics of the common drive are tight, particularly for delivery vehicles. <br /> There will likely be a need for right turn lanes to each of the proposed TH 10 entrances. We have <br /> concerns over whether Mn/DOT will allow three driveways along TH 10. An option may be to <br /> combine the east two driveways. <br /> The proposed five driveways along Silver Lake Road are a lot. It may be possible to combine the <br /> senior housing to one or two driveways. <br /> There does not appear to be any provision in the site plan for trash removal at the gas station or <br /> deliveries to the sit-down restaurant. <br />
