Response to Comments <br /> r Upon receipt of comments on the traffic study from SEH, Biko Associates has prepared this <br /> .-..- <br />!.--,4;,,,,__-,„_ memorandum outlining responses to issues that were raised. The SEH memorandum to Ms. <br />:.-; :-'-1-15;-- Pamela Sheldon (dated May 9, 1997) raised the following issues and comments: <br /> • <br /> :` Trip generation - SEH is in general agreement with the trip generation analysis <br /> WIKEK' ' ''`. presented in the traffic study. SEH is in concurrence with Biko Associates that PM III <br />•skr=a-' ,', peak hour volumes shown in the trip generation analysis are conservative because they <br /> do not account for: 1) pass-by trips for the fast food land use and 2) multi-purpose trips <br />—mrw.-� <br /> between on-site uses. <br /> • Trip distribution - SEH is in general agreement with Biko Associates that the trip <br />'" r distribution presented in the traffic study is accurate. There is some concern on SEH's <br /> =�= part that more trips would be distributed along Silver Lake Road, but felt that the trip <br /> !. distribution is reasonable. <br /> • Need for AM peak hour analysis - Before conducting the original traffic study, <br /> - guidance was sought from Mn/DOT and Anoka County. Biko Associates was informed <br /> by both agencies that an AM peak hour analysis would not be necessary and that the <br /> PM peak hour analysis would be sufficient. <br /> • Site circulation issues - Two site circulation issues were identified by SEH. Concern <br /> over these issues indicates that SEH is not familiar with how the development's use will <br /> operate. These two issues include: <br /> . - conflicts between fast food and car wash traffic <br /> - delivery truck circulation <br /> Fast food orders are proposed to be made at the rear (south side) of the building, and6 <br /> fast food pick-up is proposed to occur along the east side of the building. Therefore, <br /> vehicles in the fast food lane will be forced to drive around the building and will not <br /> block the area where car wash vehicles are stacked.
