They will not be permitted
to enter the car wash traffic lane without a pass. This addresses the concern that there
will be congestion at Driveway D where fast food and car wash traffic would interface.
Delivery trucks will not use the Common Road and will make deliveries to the front
door.
• Provisions for trash removal - The developer feels that the location of trash storage
facilities can be addressed in more detailed and refined versions of the site plan. It is
appreciated that on-site circulation will require ample room to accommodate garbage
trucks with 12 foot to 15 foot wheel bases.
• Number of driveways on Silver Lake Road and need for right-turn deceleration lanes
for driveways on Highway 10 - Anoka County commented on the number of driveways
proposed for Silver Lake Road. This number has already been reduced from five to four
by eliminating one of the driveways serving the senior citizen residential use. Future
versions of the site plan will reflect this revision.
Mn/DOT was asked about the need for right-turn deceleration and right-turn acceleration
• lanes on Highway 10, both before and after completion of the traffic study. At a meeting
held with Mn/DOT on April 16, the agency commented that deceleration and acceleration
lanes would not be necessary.
• Driveway D - There is disagreement between SEH and Biko Associates on operations
at Driveway D. The traffic study did not present traffic assignments, and SEH,
therefore, had to review computer print-outs (presented in the Appendix of the traffic
study) to determine driveway volumes.
The traffic study (and Appendix) reviewed by SEH is an early version of the report.
Revisions were made to traffic assignments after the original traffic study was submitted
and revised intersection capacity analyses were conducted. Because reported Levels of
110 Service for the intersections did not change between the original and revised capacity
analysis runs, no mention was made of the revised traffic assignments.
