Jim Erickson <br /> Glen Van Wormer4111 <br /> John Hagen <br /> May 15, 1997 <br /> Page 5 <br /> SUMMARY <br /> Responses to issues raised by SEH in its review of the traffic study for the proposed Highway <br /> 10 PUD are summarized below: <br /> • Trip generation - SEH is in concurrence with Biko Associates that PM peak hour <br /> volumes shown in the trip generation analysis are conservative because they do not <br /> account for: 1) pass-by trips for the fast food land use and 2) multi-purpose trips between <br /> on-site uses. <br /> • Trip distribution - SEH is in general agreement with Biko Associates that the trip <br /> • <br /> distribution presented in the traffic study is accurate. <br /> • Need for AM peak hour analysis - Biko Associates was informed by both Mn/DOT 11111 <br /> and Anoka County that an AM peak hour analysis would not be necessary and that the <br /> PM peak hour analysis would be sufficient. <br /> • Site circulation issues - Unique site operations need to be considered when evaluating <br /> on-site circulation. First, fast food orders will be taken on the south side of the building <br /> and will be picked up on the east side. Flexible stanchions will be installed to channelize <br /> vehicles in the fast food lane to the east side of the building and to prevent lane changing <br /> between the fast food lane and the car wash lane. <br /> Second, customers wanting to use the car wash will be required to purchase a pass inside <br /> the building before queuing in the car wash lane. They will not be allowed to drive <br /> directly to the car wash lane from Driveway D. <br /> Third, all deliveries will be made to the front door, and delivery trucks will not use the <br /> Common Road. <br /> • Provisions for trash removal - The developer feels that the Iocation of trash storage <br /> facilities can be addressed in more detailed and refined versions of the site plan. <br /> • Number of driveways on Silver Lake Road and need for right-turn deceleration lanes <br /> for driveways on Highway 10 - The number of driveways on Silver Lake Road has <br /> already been reduced from five to four. This revision will be shown on future versions <br /> of the site plan. <br />
