Biko Associates responded in <br /> a memo we received on May 16, 1997. <br /> We recognize this is a concept PUD and therefore discussed the site layout in our earlier report only <br /> in general terms. Our primary focus was the traffic report,which we were in general agreement with. <br /> Our general concern were a few on-site conflicts and circulation issues as well as the operation of <br /> Driveway D. We appreciated Biko Associates' response and hopefully we can clarify issues to assist <br /> the City in its deliberation over approval or modification of the concept PUD. <br /> On-Site Circulation <br /> We remain concerned over circulation for the car wash and fast food drive through facility. Having <br /> the fast food pickup window on the east side of the building raises more concerns than we had <br /> initially. Vehicles in the stacking lane will move from the south to the east sides of the building. <br /> Vehicles which are exiting the service station area towards the common drive south of the building <br /> will conflict with this drive through traffic, passing on its left. Having a drive through vehicle pull <br /> around the building and keep left of the exiting vehicle will be unusual. If, to further complicate the <br /> matter, another vehicle is entering the service station from the common road, the southbound exiting <br /> vehicle must pass between two vehicles coming northbound. Adding car wash traffic increases the <br /> conflict and potential confusion. Even with flexible stanchions, traffic flow will be interesting, <br /> especially at night. <br /> We also remain concerned over car wash traffic and some of the conflicts created by it.
