This <br /> will add to the conflicts at Driveway D. As an example, southbound Silver Lake Road traffic <br /> entering at Driveway D, after finding a gap in northbound traffic, must now watch for left turning <br /> and crossing traffic from the service station area to the stacking and drive through lanes. Motorists <br /> entering the site via Driveway D must also be aware that the preceding motorist may slow to make <br /> a right turn. Motorists must also make an immediate decision on whether they will proceed to the <br /> right to the stacking lanes,proceed straight to the parking area,or turn left to the gas pump area. The <br /> slight nonalignment of the aisle and the driveway further complicates the issue. <br /> Delivery and Trash <br /> Delivery trucks, using the front door for deliveries to the service station, will block the parking area <br /> and the aisle. They will not be able to park along three other sides of the building because of the fast <br /> food stacking aisle and order windows. It is assumed that deliveries to the service station will park <br /> either at the northwest corner of the site or near the car wash parking area and will then wheel <br /> deliveries across the lot to the front door. <br /> Trash storage can be addressed in the detailed plans as suggested by Biko. However, the potential <br /> • locations are few and all must be separate from the building. One suggestion is to locate it near the <br /> car wash so that it is close to the building for the employees and yet somewhat accessible by the trash <br /> service vehicles. <br /> Driveways <br /> The reduction in driveways along Silver Lake Road is appreciated however, we have still not seen <br /> a drawing that shows less than five driveways. <br /> We have suggested that Mn/DOT may be opposed to three driveways. As a followup, we reviewed <br /> the meeting minutes of the April 16 meeting which Biko Associates referred to. The report indicates <br /> the following: "Access still remains an issue. They did not show that existing access from the <br /> current developed parcel would remain. This would result in a total of four accesses. I told them <br /> we prefer not to have four. They should consolidate accesses where possible." "They will submit <br /> the preliminary plat and site plan for our review when ready. No issues were resolved. Needs <br /> further examination." <br /> The Mn/DOT letter of April 23 also indicates that they strongly oppose the proposed four accesses <br /> to TH 10 between Silver Lake Road and the site's east limits. <br /> This issue will probably be resolved when Mn/DOT reviews the plat and site plan and when they <br /> issue driveway and other permits. This may also be a time when our request for a.m. peak hour <br /> • driveway review will also be resolved. Mn/DOT may or may not require deceleration lanes as part <br /> of their permit. <br />
