• Memo May 30, 1997 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: June 2, 1997 City Council Workshop <br /> Monday evening's meeting should not be too difficult. Here's what we have: <br /> Item 1-Highway 10 Design:Pam will present this item as a follow up to the Council's discussions <br /> of the U of M Design team study. Connected to this is Item 8 - Liveable Communities Grant <br /> which could be utilized towards achieving some of the hopes of the ring road concept. <br /> Item 2-Temporary Help in Community Development: Pam and I have discussed this and I have <br /> concurred with her assessment of the department's work load. This plan as outlined is not intended <br /> at this time to resolve work load problems permanently, but should give Pam and myself some time <br /> to give further assessment to the work load of the department as we develop the 1998 budget <br /> discussions. At this time, I am not comfortable to addressing the long term work load without more <br /> understanding of acceptable budgetary levels for 1998. This item does not normally need Council <br /> approval as a personnel item, but may considering the use of contingency funds to assist. I will be <br /> checking into this prior to the need for formal Council action. <br /> Item 3-City Hall HVAC:Mike will present the status of the HVAC bidding and the rest of the City <br /> Hall improvements we have discussed at past meetings. <br /> Item 4-Pay Equity Compliance: The City has been notified that it is now in full compliance with <br /> pay equity requirements. Apparently we were out of compliance during our last compliance check <br /> in January of 1996. As stated in Lynette Morgan's memo, not only is the City now in compliance, <br /> we must note acknowledging this for the state. <br /> Item 5-Next Step with MAC: I have been in touch with Mark Ryan of MAC on when to get going <br /> again on the airport issue. He has indicated that MAC will likely get their public hearings going in <br /> July on their plan amendment. If this is the case, I would like to briefly discuss getting our group <br /> together with our legislators and organizing with our sister cities prior to those hearings starting. <br /> Item 6-Review of Council/Staff Team Building: I thought our team building session went well <br /> last Wednesday evening. Since this is our first meeting after the team building session, we should <br /> probably take a little time to review it for the public. There did seem to be some interest in the <br /> Council subcommittee concept and maybe we can talk about this some more too. The subcommittees <br /> I think would break down well as community and economic development, finance and personnel <br /> administration, golf parks and recreation, public works, and police. The groups would be called <br /> together by the department head and would deal with issues that are more effectively dealt with when <br /> staff and council can confer prior to going to a regular meeting. This would mean some discretion <br />
