Item No.
Staff Report No.97-0v 3 105
i Meeting Date: June 2, 1997
i Type of Business: Work Session
WK: Work Session;PH:Public Hearing;
CA:Consent Agenda;CB:Council Business
City of Mounds View Staff Report
To: Mayor and City Council
From: Cathy Bennett,Economic Development Director ('
Pam Sheldon, Community Development Director •
Item Title/Subject: Discussion of Hiring a Design Firm to Develop a Highway 10 Design
Theme
Date of Report: May 30, 1997
Issue:
Staff is seeking authorization from the City Council to solicit proposals from 2-4 design firms to
develop a design theme for the Highway 10 corridor. This design theme would address such
items as gateways, and landscaping, lighting, fencing and sidewalks along the corridor from
County Road H2 to Silver Lake Road.
Discussion:
There are two sizeable projects which are underway in the Highway 10 corridor: the O'Neil PUD
and the D.W. Jones PUD. Both of the projects have substantial Highway 10 frontage and they
are looking to the City for guidance on what type of design theme is to be established in the
corridor, so that they can coordinate with this theme.
In addition, the City will be going to MnDOT to discuss the possibility of a ring road, and a full
movement, signalized intersection at Edgewood. We would like to discuss with them at the same
time, whether MnDOT is willing to give easements along the edge of the highway right-of-way to
allow sidewalks, landscaping, fencing and special lighting. It would be very helpful to have a
design and perspective drawings to better illustrate an overall design package, and to make the
ideas vivid, rather than just dealing with a description in words.
Time is of the essence, since we are gearing up to meet with MnDOT in the very near future. We
are proposing to pay for the design work from the Highway 10 portion of the City's tax increment
fund.
Action Requested:
• Authorize staff to solicit proposals from 2-4 design firms for the development of a
Highway 10 design theme, and to return with a recommendation to the Economic
Development Authority as to which firm to hire.
•
