City of Mounds View Staff Report <br /> May 30, 1997 <br /> Page 2 <br /> achieve a reasonable turnaround. The cost per hour is $40-$50. Plan review is taking 5-7 days in <br /> general. <br /> The department has been contacted by a student at a local technical school, where he is studying <br /> building inspection, about summer work. This type of individual would work well to fill our <br /> needs in both code enforcement and building inspection because it is similar type work, i.e. <br /> applying codes to a specific situation. The department would have the temporary person handle <br /> minor inspections like sheds, fences, driveways, decks, etc. <br /> Office Operations <br /> All of the Community Development Secretary's is being used to just keep up on building permits. <br /> The department is having trouble getting to Planning Commission minutes, letters scheduling <br /> housing inspections, and public notices. The department anticipates problems with getting letters <br /> sent with the housing inspection results. We are requesting that we hire a recording secretary to <br /> handle Planning Commission meetings, similar to the arrangement with Tammy Safke for Council <br /> meetings. The person would attend the meetings and prepare the minutes. It is actually cheaper <br /> for us to hire someone to be the recording secretary than continuing to pay Barb Benesch for <br /> attending the meetings. <br /> Jennifer Bergman has taken on getting the housing inspection letters sent. It would be helpful to <br /> be able to hire temporary office help if needed with the next round of letters on housing inspection <br /> results. <br /> Sources of Funds <br /> Staff is recommending that the source of funding for temporary help in code enforcement and <br /> building inspection be paid from contingency. The cost for hiring a recording secretary would be <br /> paid by salary savings from not having to pay Barb Benesch overtime to attend the meetings. <br /> Action Requested: <br /> • Authorize staff to hire temporary staff in the range of$8.00-$10.00 per hour to assist with <br /> building inspection and code enforcement for June through September <br /> • Authorize the hiring of a recording secretary for Planning Commission meetings.
