Item No. 3
Staff Report No. q7 4,25
Meeting Date: June 2, 1997
Type of Business: W.K.
WK: Work Session;PH:Public Hearing;
CA:Consent Agenda; CB:Council Business
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Michael Ulrich, Director of Public Works
Item Title/Subject: Review and Discussion of City Hall HVAC Proposal
Date of Report: May 29, 1997
At an earlier Council work session this spring the City Hall HVAC was briefly discussed. At that
time staff had received one quote from a mechanical engineering consultant regarding a detailed
survey of the building and HVAC systems. Staff had also mentioned that we were contacting a
performance based contractor to inquire into their program.
Since that time staff has provided another mechanical engineering consultant and NorAm Energy
Management a tour of the building. A quote from the mechanical consultant was also received.
The quotes are as follows:
Wentz Associates Inc. $11,450.00
Ericksen Ellison& Assoc. Inc $11,350.00 to 12,350.00
NorAm Energy Management is a firm similar to Honeywell in some manners and different in
others. The primary difference is that NorAm solicits bids on equipment specifications, provides
bid documentation for review, and consultants its clients on bid award. The company is still the,
quote, general contractor and construction manager for the project. Their program provides for
satisfactory results in performance and energy savings. Granted their program will include very
much the same in the range of engineering surveys, tests and associated expenses as the private
consultants. From the meetings with NorAm, staff feels comfortable in recommending they
prepare a proposal for the City's consideration. Members of NorAm will be in attendance at the
meeting to present their program and answer any questions Council might have. Staff would also
recommend NorAm design the sprinkler system for City Hall.
Staff seeks Council direction in proceeding with the HVAC replacement, sprinkler system
construction and remodeling project.
Michael Ulrich, Director of Public Works
•
