Item No. /1/-1- <br /> fir Staff Report No. q7-2/LSC., <br /> Meeting Date: June 9, 1997 <br /> • Type of Business: Council Business <br /> WK: Work Session;PH:Public Hearing; <br /> CA: Consent Agenda; CB: Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Michael Ulrich, Director of Public Works <br /> Item Title/Subject: Discussion of the City Hall HVAC system <br /> Date of Report: June 5, 1997 <br /> At the June 2, 1997 work session, staff presented Council with the state of the current air <br /> conditioning units in City Hall and introduced representatives from NorAm Energy <br /> Management.NorAm presented and explained their program and a preliminary estimate for the <br /> replacement of the entire HVAC system. While this estimated cost was considerably higher than <br /> staff anticipated, it was merely a very conservative preliminary estimated based on a limited <br /> study. <br /> Since the Monday meeting yet another AC unit has failed. This is the unit that services the main <br /> office area of finance, and planning. Fans were purchased to try and move the cool air from other <br /> parts of the building into this area. <br /> • There are four options of varying efficiencies and improvements available to the City for the <br /> HVAC systems. It must be noted that all of these are very rough estimates, not obtained through <br /> any type of detailed engineering studies. <br /> The first and most economical option would be to replace only the air conditioning units on the <br /> roof that have failed, with new units. Time expected to complete this replacement is <br /> approximately 2 to 4 weeks. Estimated expense $15,000.00 to $20,000.00 <br /> The second option would be to replace all of the air conditioning units on the roof with new <br /> units. This would improve the efficiency of the building's cooling capacity for the average three <br /> (3) months of required cooling. Staff was informed that replacing these units would take from <br /> three (3) to six (6) weeks. The approximate cost for this option could be in a range from <br /> $40,000.00 to $60,000.00. <br /> The next option would provide replacing the old AC roof top units with dual (heating and <br /> cooling) units and removing the boiler system. This option would require additional labor and <br /> engineering to remove the heating coils from the duct work. Estimated cost: $80,000.00 to <br /> $150,000.00. This option would improve both the efficiencies of the heating and cooling needs in <br /> the building. It would provide for less individually controlled offices that are located around the <br /> perimeter of the building. <br /> • <br />
