City of Mounds View Staff Report 1„ <br /> June 5, 1997 <br /> Page 2 <br /> The last option is to replace the entire heating and cooling system and install a new HVAC • <br /> system. Estimated cost $250,000.00 to $350,000.00. This option could be down sized in regard <br /> to station controls and total system control. This is the only option that addresses the new <br /> regulations for indoor air quality in commercial and governmental buildings. <br /> Staff would like to once again stress the fact that all of the estimated costs of the options are in <br /> essence an educated guess. If staff were to rank the options, in order of most desirable to achieve <br /> a long term, effective and efficient system, to replacing what is currently inoperable, the order of <br /> ranking would be, option 4 followed by 3, then 2, and 1 last. <br /> In speaking with NorAm again this week, they are available to assist the City with any one of the <br /> options, and will provide a more detailed summary of the estimated expenses related to their <br /> presentation of last Monday night. <br /> Staff recommends the City sign a letter of authorization with NorAm to conduct the necessary <br /> analysis of the City Hall HVAC system, should Council select any of the last three (3) options. A <br /> sample letter of authorization and a more detailed cost analysis, accompany's this staff report. <br /> Representatives from NorAm are unable to attend the meeting on Monday. If Council has any <br /> questions that I can answers from NorAm prior to the meeting, please do not hesitate to call me. <br /> A copy of the authorization letter was faxed to Attorney Long on June 4, 1997 for his review and <br /> comments. • <br /> Michael Ulrich, Director of Public Works <br /> RECOMMENDATION: Council approve and authorize staff to sign an authorization letter <br /> with NorAm Energy Management Inc. to conduct a Comprehensive Energy and Operational <br /> Analysis of the Mounds View City Hall facility. <br /> • <br />
