I would like to discuss the possibility <br /> of using Patrick Peters of SRF to facilitate these projects through the interim. I see a need to have <br /> someone with the ability to focus attention on the more creative aspects of these land developments <br /> which have been well received by the community to date after careful scrutiny and professional <br /> analysis. In addition,I would consider using Dave Maroney of Community Partners who the Council <br /> recalls from the establishment of the Bel Rae TIF district and some assistance on the Everest project <br /> to assist myself and Bruce in determining the appropriate and most affordable methods for financing <br /> of development plans currently underway as listed above. My work with Dave in the past has shown <br /> me his abilities in making the planning developments fiscally feasible with the necessary legal <br /> arrangements tied in. I believe with this interim arrangement and current staff abilities, we should not <br /> lose too much ground over the next three months with all that is happening. Seeing this has not <br /> happened to allow discussion to take place in a work session environment, I would anticipate the <br /> Council should discuss this matter more fully Monday evening. <br /> Resolution Regarding Youth Initiative Construction Grant Agreement: This is the agreement <br /> the Council will recall discussing briefly during our work session after the City was notified it would <br /> be awarded the grant for the Bel Rae. The agreement in your packet is a boilerplate agreement that <br /> needs some Mounds View related text filled in,but it has been to Bob Long for his review. Since the <br /> agreement comes from the Attorney General's office, the City will likely not be allow much if any <br /> 1111 variance from the terms. However, it is clear from working with the staff at the Department of <br /> Children, Families and Learning all practical administrative considerations will be made during the <br /> course of the project. That means that they are allowed some discretion in interpreting acceptable <br /> conditions for meeting the terms of the agreement, which is a typical concern in these situations. <br /> Attorney Long can review the agreement and I can attempt to address any concern the Council may <br /> have. The resolution gives authorization to the Mayor and myself to sign the agreement. <br /> In other City business,the Mayor, Council member Trude and myself met with Steve Novak and Geri <br /> Evans today with Bob Long via the phone on the airport issue. The meeting was short and to the <br /> point. Everyone seemed to understand the possible legal implications of the 1986 court order. Both <br /> Evans and Novak agreed a meeting should be set up with the mayors and managers of Blaine, Circle <br /> Pines and Lexington and the associated legislators to review the MAC plan and prepare for their July <br /> hearings. I will be the one setting up the meeting, likely July 8 if possible. We can touch on his <br /> briefly under staff reports on Monday. <br /> Don't forget the 5:30 meeting Monday with the Community Center Task Force here at City Hall. <br /> Have a great weekend. <br /> • <br />
