It is imperative these <br /> bids be awarded Monday to keep the schedule moving. For those who have not been to the Bel Rae <br /> yet, the interior is gutted and looks pretty good. I think the building appears to be in good shape now <br /> that the old and dirty coverings have been removed. Anyone who would like to see the interior, let <br /> me know and arrangements can be made. <br /> Resolution on Mounds View's Position on the County Jail in Shoreview: Mayor McCarty has <br /> drafted Resolution 5134 as he summed up in the last Council meeting. According to Friday's Pioneer <br /> Press, Commissioner Bennett is reconsidering the site on the list and will likely act on Tuesday to <br /> have it removed. Mayor McCarty's main contention is that more County services than just a jail <br /> should be given consideration for the Shoreview site. <br /> Project Management Services Agreement for the Community Center: As I mentioned above, <br /> I have had Cathy Bennett taking over much of the project coordination functions of getting the <br /> Community Center project built. The Council will recall from an earlier work session as to whether <br /> a project manager should be retained in addition to our construction manager and project architect. <br /> I was concerned at the time about the cost of such a position when so many other costs were <br /> unknown and are still unknown until bids come in. In evaluating my time and abilities and the scope <br /> of the project and after discussions with Cathy, I think it would be best to enter into an hourly <br /> agreement with our architecture firm,WAI Continuum,to provide project management guidance and <br /> have Cathy act as the City's coordinator in facilitating the work the City needs to do to carry out the • <br /> project. I would put Cathy in charge of using WAI as she needs depending on the level of project <br /> expertise she feels she needs at any given time, and on the time she needs to do other work for the <br /> City. This will give staff control over the cost, control over the amount of work and the opportunity <br /> to develop project management skills we don't necessarily have now. I consider this to be a cost <br /> effective compromise between hiring a full time project manager or having staff do all the work. I <br /> am confident in Cathy's detail skills to stay on top of this and seek assistance when needed, and I <br /> think this will be good money spent to get this project done right. See Cathy's report for the <br /> agreement and the projected costs. <br /> Cable TV Equipment: The Council is familiar with the problems we have had with sound quality <br /> during Council meetings. Patrick Toth will be present Monday to review the system preferred to <br /> meet the City's needs and seek Council approval for its purchase. <br /> Playground Equipment Purchase: Mary Saarion's report outlines the reasoning for replaced <br /> Groveland Park playground equipment. This is a budgeted item and I am recommending the Council <br /> authorized its purchase. <br /> Authorization to Advertise for New Community Development Director As you all know by now <br /> Pam Sheldon has submitted her resignation effective July 31. We will miss Pam tremendously and <br /> I must add I greatly admire her work. Because of the management skill needed for the work the <br /> community is faced with, I recommend the Council authorize me to begin a search for a replacement <br /> as soon as possible. I envision advertising as quickly as next week, with hopes that interviews could <br /> take place in late July, with a hiring in August. Given this time line a new person may be available <br />
