L-Fur, /1 f <br /> ` fadis 12x6-Stit,h,-). <br /> interoffice <br /> MEMORANDUM <br /> to: Chuck Whiting, City Administrator <br /> from: Mary Saarion, Director of Parks, Recreation&Forestry <br /> subject: Upgrade and replacement of Groveland Park playground equipment <br /> date: June 18, 1997 <br /> Replacement of Groveland Park playground is slated for this summer, 1997, as per the Park <br /> Facility Replacement plan and the 1997 Park Improvement budget. Considering a budgeted <br /> amount of$20,000 available for the upgrade of playground equipment at Groveland Park, the <br /> Parks and Recreation Commissioners discussed ways to make the money go as far as possible. In <br /> May, the Commission met at Groveland Park to discuss options for upgrading the playground <br /> using the funds available. I informed the Commissioners that I had met with the manufacturing <br /> representatives of the original playground equipment, MN Playground Inc representing <br /> GameTime equipment to see what is still in compliance to safety standards and could be <br /> incorporated into a new playground system. The existing swings will be able to be cut down from <br /> 12'to 8 ` and painted to comply with new safety regulations. In addition, the swings need <br /> additional space and will need to be moved. The long crawler can also be cut and painted and a <br /> head added to become a new modern"WOM"which is a component that looks like an inch <br /> • worm. The tornado slide is worth approximately$6,000 - 7,000 today because stainless steel <br /> slides are not in production any longer. The slide is one section too long to comply with safety <br /> standards, but Harlan Lehman, MN Playground Inc suggested that one section of slide be <br /> removed for compliance. To upgrade the old version of the slide, Game Time will supply a new <br /> staircase and can(entry and platform of the slide) at no cost. The slide can be altered and painted <br /> to match the new equipment. Harlan suggested that the slide be kept because it is very valuable <br /> and is a popular, favorite slide. The new upgrades supplied by Game Time will put the slide in <br /> safety standard conformance. The pre-school age component is still in adequate condition and is <br /> within current safety standards. The diggers will simply be moved to fit in with the new design. <br /> The infant swing too is in safety compliance and can remain with a little paint touch-up.. <br /> The rest of the playground equipment is to be removed and replaced. MN Playground has <br /> provided a plan for replacement components incorporating the tornado slide and the WOM, and <br /> swings. A new component which is unique to other Mounds View Park playground equipment <br /> areas is the track glide which is fun and builds upper body strength. See the enclosed plan. <br /> This proposal by MN Playground is recommended because it is an effort to use current equipment <br /> with minor alterations to conform to safety standards with the addition of components that will tie <br /> into this equipment. While working with this single vendor is within State Purchasing policy <br /> because it is under$25,000, it also is a way to incorporate the slide into the new equipment <br /> • components, saving substantial money because slides tend to be a high ticket component- and <br /> slides like the tornado slide are expensive and virtually unobtainable. Other vendors can be <br /> solicited for proposals but they will be unable to include the tornado slide without suppling <br />
