1 <br /> City Council Staff Report <br /> Planning Case No.481-97:7765 Spring Lake Road <br /> Oversized Garage Conditional Use Permit <br /> June 20, 1997 <br /> Page 2 • <br /> The property at 7765 Spring Lake Road has a V-shaped driveway with two access points onto the <br /> street (see site plan). Section 1121.09 Subd. 5e. of the Mounds View Municipal Code states that <br /> only one curb-cut shall be allowed per single-family property. The issue of whether or not to <br /> require one of the access points be closed was discussed at the Planning Commission meeting. The <br /> Planning Commission's recommendation was to leave the driveway as is for now, and deal with this <br /> issue when the plans for reconstruction of Spring Lake Road are prepared. This work is expected <br /> to be done in Fall and Winter of this year. Staffs view is that the most logical driveway to remove <br /> is the southern half of the "V" given the position of the existing driveway and house, and the <br /> location for the new garage. It is appropriate to use a conditional use permit process to achieve <br /> compliance with other code provisions. The resolution includes a condition that the southern half <br /> of the"V" be removed. City Council needs to decide if this condition should stay in the resolution <br /> or be replaced with the following wording: <br /> "At the time the design for reconstruction of Spring Lake Road is prepared, the <br /> Mounds View Public Works Director and the applicant shall work together to <br /> establish a single access point for 7765 Spring Lake Road which will coordinate <br /> with the road design.
