• MEMO
To: Honorable Mayor and City Council
From: Chuck Whiting, City Administrator
Re: June 23, 1997 City Council Meeting
Date: June 20, 1997
Mayor McCarty will not be present for the meeting this Monday. Council member Koopmeiners as
the acting mayor will chair the meeting. Here's what's on the agenda:
Consent Agenda-Licenses: Restaurant and garbage licenses are up this month. To date, I have
not received any complaints regarding restaurants. As for garbage, the only complaints come during
road restriction season as to who should enforce the City's codes. I see no reason for the Council
not to approve all license renewals.
Public Hearings - Liquor License Renewals: City code requires public hearings be set prior to
liquor license renewal. Of the licenses to be renewed, the only complaints I am aware of are the ones
related to noise at Robert's Off 10. Council may have individuals address the Council regarding this
license. Licenses expire at midnight, June 30, which creates an awkward problem if the Council
• would want to delay on a license. Traditionally, the Council has not.
Conditional Use Permits: Pam's reports will cover these.
Council Business-Abatement of 2091 Hillview: See Jennifer's report on this item. This property
has been a long term struggle. Bob Long will also be able to provide details as to how best proceed
on this.
Joint Powers Agreement for GIS: Pam will cover this item.
VB Digs Agreement: The meeting with the Community Center Task Force is set up for 5:30 p.m.
on Monday afternoon prior to the Council meeting. Bob Long and myself are meeting with VB Digs
earlier to go over the final fine points. We will discuss with them the interest in the future of the land
after the 30 year lease is up. Cathy has also summarized the agreement points. I will ask the Council
to attempt to respond quickly to the concerns each of you may have so as to get VB Digs locked into
an agreement. If items need more attention and that precludes a decision from being made Monday
evening, it will be three weeks until the next regular meeting. If it cannot be avoided then fine,
otherwise if the concerns can be articulated and addressed on the spot, I feel the City may be better
off getting the agreement signed and not giving VB Digs another three weeks to unravel too much
of the agreement. Naturally, we will have to see how the afternoon meetings go in order to decide
on the final agreement that evening. If you can call me Monday morning or leave the issues you
would like to see addressed on my voice mail, please do.
Construction Bids for Bel Rae: I have placed Cathy in the position of facilitating the coordination
