Any contract should also have a provision allowing the City • <br /> to terminate the contract on short notice for failure to perform. <br /> One other issue that needs to be addressed relates to the 1996 golf season. The superintendent <br /> spent numerous hours correcting construction problems such as the water pump and preparing <br /> information associated with the pending lawsuit. This resulted in 690 hours of work above a <br /> standard work schedule for which he did not receive any compensation. In addition, after <br /> receiving bids for grinding reels/blades of$9,000, he performed the work himself using another <br /> organization's equipment. The City's policy for exempt employees is that they do not receive <br /> compensation for flex-time hours and at the end of the year(March 31st for the golf course), the <br /> hours are reduced to 40 hours resulting in a loss of 650 hours of flex time. Due to the unusual <br /> circumstances in 1996 and the additional work performed by John in 1996 and early 1997, it <br /> would seem fair to provide some compensation. Using a$40,000 salary with retirement, social <br /> security and medicare,the hourly rate would be $21.50 times 650 hours equals $14,000 plus the <br /> value of performing the added maintenance. It is proposed that additional compensation of <br /> $6,000 be provided. <br /> Other information <br /> I have also attached information from the 1996 Municipal Golf Facility Employee Compensation <br /> Study as supplemental information that you may find of some value. <br /> • <br /> • <br />
