June 23, 1997 <br /> • Mr. Mayor and <br /> Members of the City Council : <br /> There is a problem here in our area of Mounds View that needs some attention. Our city <br /> does not have an ordinance for cats as pets. Our city references dogs and dog kennel <br /> rules, however it does not reference cats and kennel rules for cats. This lack of <br /> clarification creates many grey areas of having cats as pets, as well as kennel rules for <br /> cats. <br /> I am sure there are many residents who would agree that this would cause quite a <br /> problem, not only by the annoyance of cats roaming freely in the yards of others, but a <br /> health risk as well. Before we can allow our young children to play in sandboxes in the <br /> parks and in their own backyards, we now have to clean up after stray cats who are using <br /> the parks and yards as litterboxes. <br /> The simple request of having the same rules that apply to the dogs in our city be equal to <br /> that of cats would protect all residents from the above problems. <br /> Specifically, I would like to suggest: <br /> • 1. Under the Zoning Code regarding conditional use permits, that it specifies exactly <br /> the number of dogs/cats before a kennel license is required. Currently the code <br /> states under Subd. 29 for residential kennels "Any premises where more than two <br /> (2) but not more than four(4) dogs/cats over six (6) months of age are owned, <br /> boarded, bred or offered for sale." <br /> Does this mean a person can own 2 cats and 2 dogs without a kennel license, or <br /> is a person needing to have a license for 2 cats and 2 dogs? <br /> 2. In section 701.03, Subdivision 15 regarding kennels, that everywhere dogs are <br /> referenced, cats be added as well. <br /> Since cats are different than dogs in their habits, I would propose that and item <br /> "e" and"f' be added as well to state: <br /> e. all animals shall be kept indoors and not allowed to roam free <br /> unless properly secured or confined to the kennel property. <br /> f. that as a condition or approval of the CUP, the applicant expressly <br /> agrees to allow reasonable inspections of the property by proper <br /> licensing authorities to verify numbers of animals and other licensing <br /> requirements. Failure to permit such an inspection shall constitute <br /> grounds for revocation of the CUP by order of the City Council. <br />
