Additional greenspace was created as a result of removing the driveway <br /> between the two buildings. In this greenspace, numerous shrubs, Armor Maples and Trevor <br /> Lindens will be planted. In front of the rental townhomes along Highway 10, a row of Anthony <br /> Waterer Spirea will be planted to form a hedge-like buffer between the driveways and the <br /> Highway 10 right of way. In front of each rental townhome unit will be a Hackberry tree in <br /> addition to a selection of shrubs which include Yews, Junipers, Arborvitaes and Euonymus. <br /> Behind the units will be shrubs such as Spirea, Buckthorn and Viburnum. Spruce trees will be <br /> planted along Eastwood Road and south of the proposed drainage pond, as well as in the <br /> northwest corner of the lot fronting Highway 10. All pervious surfaces will be sodded with the <br /> exception of the open play area and drainage ponds along Eastwood Road, which will be seeded. <br /> Three types of fencing are proposed in this development. There is a solid, cedar fence along the <br /> west and part of the north property line connecting the new garage buildings to provide privacy <br /> both to this development and the adjacent single family homes. It is our understanding that the <br /> fencing will be six feet high. The fencing along the north property line switches from wood to <br /> chain link at a point 130 feet from Eastwood Road. The chain link fence will continue along the <br /> north property line, and along Eastwood Road around the play area, tying to the rental townhome <br /> building in the southeast corner of the site. The chain link fence is proposed to be 42 inches high, <br /> and is intended to be residential in character, allowing a view of the open play area and the • <br /> numerous trees on the property from Eastwood Road. This fence is also intended to provide a <br /> safe play area for the children. <br /> There will be an iron picket fence between the two existing apartment buildings and to the <br /> doorway of the westernmost apartment building which will keep children from using the"front <br /> lawn" of the apartment buildings as a play area. This fence will also protect children using the <br /> proposed tot lot between the apartment buildings. <br /> The applicant has responded to a suggestion from City Council and staff and is willing to install a <br /> gate in the chain link fence along Eastwood Road in the northeast corner of the site, to allow <br /> children to walk to a school bus stop on Eastwood Road, if the bus stop is moved from its current <br /> location on Highway 10. Using Eastwood Road is viewed as a safer alternative. Any changes in <br /> bus stops would need to be coordinated through the school district. <br /> Open Space and Play Area: <br /> Section 1104.02, Subd. 2b. of the Zoning Code requires 625 square feet of usable open space per <br /> multiple dwelling unit. With 56 dwelling units total for the complex, this amounts to 35,000 <br /> square feet. The applicant is providing usable open area in excess of what is required for the <br /> entire complex with 36,500 square feet provided on the rental townhome side of the complex and <br /> an additional 21,400 square feet provided on the Red Oak side of the development. Together, a <br /> total of 57,900 square feet of usable open space will be provided, which is 1034 square feet per • <br /> unit or 65 percent more than that required by Code. <br />
