19971/2 Year Report • <br /> Economic Development <br /> January - June <br /> Business Retention and Attraction: <br /> ♦ Attended the North Metro Business Retention and Development Commission Annual Strategic <br /> Planning Session. <br /> • Attended monthly New Brighton/Mounds View Chamber of Commerce Board Meetings and <br /> Business Development Committee meetings. Meetings included a strategic planning session and the <br /> Business of the Year Preparation. <br /> • Participated in the Western Bank Advisory Committee quarterly meeting representing the City of <br /> Mounds View. <br /> • Attended the Economic Development Association of Minnesota Summer Conference on <br /> Construction Practices and Design Standards. <br /> • Actively responded to twenty inquiries regarding commercial/industrial/residential space availability <br /> in Mounds View. Held one meeting to discuss business relocation in Mounds View Industrial Park. <br /> ♦ Forwarded information regarding Mounds View's Business Improvement Partnership Loan Program <br /> to three Mounds View Businesses. <br /> ♦ Worked with the Everest Group in negotiation of a Tax Increment Financing Pay-As-You-Go <br /> Agreement for the development of a 103,000 sq.ft. building in Mounds View Business Park. <br /> Continue to work through language for a final agreement. <br /> ♦ Successfully negotiated a Tax Increment Financing Agreement for the attraction of Zep <br /> Manufacturing to build a 25,000 sq.ft. building, expandable to 40,000 sq.ft. in the Bridges <br /> Technology Park. <br /> ♦ Met with Mermaid attorney regarding financing possibilities for a Hotel/Conference Facility in <br /> Mounds View. <br /> ♦ Market 10 new businesses in Mounds View Matters and Business Beat and gave a focus on Midwest <br /> Industrial Supply,Fedor's Market and Western Bank. <br /> Administration of Tax Increment Funds: <br /> ♦ Worked with the EDC in drafting a Tax Increment Policy and Deposit Agreement for use and <br /> consideration of Tax Increment Financing. Approved by the EDA. <br /> • Monitored the final development and annual reporting requirements under the Development <br /> Assistance Agreements for Mounds View Business Park, Bridges Technology Park and Silver Lake <br /> Pointe Apartments. <br /> ♦ Prepared and coordinated a workshop on Tax Increment Financing for EDC and EDA members. <br /> • Revised allocation of available tax increment funds to priority projects in Mounds View. <br /> ♦ Assisted in the preparation of documentation of Mounds View Tax Increment Districts for State <br /> Auditor's Office and County Reporting Requirements. <br /> ♦ Assisted in the establishment of new Tax Increment District No. 4. <br /> 1 <br />
