Item No.7111_____ <br /> Staff Report No. 7 cO'/U.) <br /> Meeting Date: September 2, 1997 <br /> • <br /> Type of Business: WK <br /> WK:: Work Session;PH::Public Hearing; <br /> CA: Consent Agenda;CB: Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and members of the City Council <br /> From: Bruce Kessel, Finance Director <br /> Item Title/Subject: Updated contract for management services at The Bridges <br /> Date of Report: August 29, 1997 <br /> Last month, the Council discussed a proposal for entering into a contact with the current golf <br /> course superintendent which would set forth terms and conditions for employment and also <br /> provide for the potential for incentive pay based upon the performance of said golf course. <br /> Based upon this discussion, several issues were raised including the term of the first contract and <br /> any subsequent contracts,maximum pay for the superintendent which would be tied to the <br /> maximum compensation for the City Clerk-Administrator,as well as several other miscellaneous <br /> items. The attached contract has been revised based upon our understanding of said discussion. <br /> We have also sent the contract to Jim O'Meara,the bond counsel used for the issuance of the <br /> bonds for the construction of the golf course, and have made several minor adjustments to <br /> address his concerns. <br /> Also attached is: - <br /> • A listing of positions at the golf course with current salary information and the proposed <br /> range of any incentive pay that each position would be eligible to receive; and <br /> • A projection of the level of sales it would take if all employees eligible for incentive pay <br /> were to receive the maximum incentive pay proposed for their position. The incentive <br /> pay for the Course Manager/Superintendent/Mechanic has a maximum total salary limit <br /> of 95% of the City Clerk-Administrator's salary. The proposed incentive pay for <br /> individual positions is a% of the gross revenunes and for all employees to receive the <br /> maximum salary, gross revenues would need to equal approximately $1,286,000. Current <br /> estimated total payroll costs are $255,000 which need$580,000 of gross revenues to <br /> support the payment of any incentive pay. Estimated gross revenues for 1997 are <br /> $550,000 to $650,000. <br /> • A listing of projects undertaken during 1997 with golf course personnel with the non- <br /> personnel related costs incurred verses the cost of hiring outside contractors to perform <br /> said projects. <br /> • <br />
