I . <br /> Resurfacing/rebuilding/widening/trailway for Spring Lake Road and <br /> County Road I . <br /> Facts : <br /> 1 . Spring Lake Road turned back to Mounds View by Ramsey County <br /> Board of Commissioners on Tuesday , June 24 , 1997 <br /> 2 . County Road I to be turned back to Mounds View in 1999 unless <br /> requested earlier by Mounds View who has targeted 1998 as the year <br /> to take it back to coincide the Spring Lake Road work. <br /> 3 . MSA funds are available for reconstruction along with Ramsey <br /> County turnback funds which are given to the City of Mounds View. <br /> 4 . Mounds View, previous to 1995 , used MSA funds for rebuilding <br /> with no charge to residents living along those roads , ie . Long <br /> Lake Road , Quincy , Co . Rd . I . from Hwy 10 east , etc <br /> 5 . In 1995 , the City Council revised their previous practice on <br /> applying turned back funds to the specific road being upgraded and <br /> put said funding into a special account to use anywhere in the <br /> City for street work. Now residents are required to pay 50% per <br /> front running foot for a street 30 foot wide on a formula basis . <br /> Spring Lake Road and Co . Rd . I . assessment is estimated to be <br /> $40 . 30/foot (based on average MSA 32 ' wide street) . Costs above <br /> a 30 ' wide street for surface upgrading will be paid by the City . <br /> 6 . The City also set 30 feet as the preferred width of City streets . <br /> 410 (MSA standard 32 foot roads will allow parking on one side . No <br /> parking on a MSA 30 ' road . Non designated residential streets with <br /> a 30 ' width allow random parking . ) <br /> 7 . In 1996 , the City applied this new law to Bronson Avenue . MSA <br /> funds were available but residents paid approx. $37/front foot . <br /> 8 . In 1997 , the City and Ramsey County rebuilt Old Hwy 8 , all four <br /> driving lanes paid by County ; curb , gutter , trail , paid by City . <br /> State aid used for 42% of storm sewer . It was assessed according <br /> to the current City policy . <br /> 9 . Traffic counts on Spring Lake Road and County Road I : <br /> .County Road J and Spring Lake Road : 1 , 050 daily trips <br /> . Spring Lake Road and Hwy 10 , north side : 1 , 350 <br /> . Entire length of Spring Lake Road , Hwy 10 to Co . Rd . I . : 1 , 060 <br /> . Spring Lake Road from Co . Rd . I . to H2 : 450 <br /> .County Road I from Fridley to Spring Lake Road : 4 , 150 <br /> . Co . Rd . I . from Spring Lake Road to Silver Lake Road : 4 , 450 <br /> 10. To stop a proposal for the upgrading of turned back streets by the <br /> City Council , a petition signed by 51% of the affected homeowners <br /> living within the project area is needed . <br /> 11 . Presentation on Tuesday night , 8/19 , indicated a need to achieve <br /> a consensus of opinion from Spring Lake Road/Co . Rd . I . residents <br /> to inform the City Council of the wishes of the affected residents <br /> regarding the upgrading of these City streets .
