We hope your employment with the City will be <br /> an enjoyable and satisfying experience. <br /> Introduction <br /> The purpose of the Personnel &Administrative Handbook and supporting documents is <br /> to introduce new employees to the City of Mounds View and to provide all employees a <br /> source of general information on the City and its personnel policies. <br /> You should keep this packet for reference in order that you may have a full <br /> understanding of your rights and obligations as an employee of the City of Mounds <br /> View. <br /> Neither this handbook nor any of the City's policies are intended to be a contract <br /> between the City and its employees. Policies are not terms and shall not be regarded <br /> as or construed as contractual provisions. As such, employees are free to terminate <br /> employment with the City at any time for any reason. Conversely, the City remains free <br /> to terminate employment at any time for any reason not prohibited by law. <br /> The City reserves the right, at its discretion, to change or terminate any provision of this <br /> handbook or to add new provisions at any time without prior notification. Suggestions <br /> you have for changes in the City's personnel policies are welcome and should be <br /> submitted in writing to the Clerk-Administrator. If, and whenever, information in this <br /> packet conflicts with a union contract, the union contract shall override the packet <br /> information. <br /> The City encourages you to review the material contained in this handbook. If you <br /> need further clarification of policies, you are urged to discuss them with your supervisor. <br /> Policies outlined in this handbook replace and supersede all prior personnel policies, <br /> and such prior policies shall have no further force or effect. <br /> City Organization <br /> The City of Mounds View operates under the Council-Administrator form adopted by the <br /> City Charter. Under the Council-Administrator form of government, the City Council <br /> retains policy-making and legislative authority, and delegates administration of local <br /> government to an appointed Administrator, who is responsible directly to the Council for <br /> the proper administration of all affairs relating to the City. <br /> The Council consists of a Mayor and four City Council members, all of whom are <br /> elected at-large. The Council appoints citizens to various advisory boards and <br /> • commissions. <br />
