City Administrator <br /> 111 The City Administrator is hired for an indefinite term and serves at the pleasure of the <br /> Council. According to the Mounds View City Charter, the City Administrator has the <br /> power and duty to: <br /> 1. Enforce all City ordinances and resolutions; <br /> 2. Direct the operations of the City; <br /> 3. Attend Council meetings but has no vote; <br /> 4. Recommend to the Council measures which he/she feels are necessary for the <br /> welfare of the citizens and for efficient administration; <br /> 5. Keep the Council fully advised as to the financial conditions and needs of the <br /> City; <br /> 6. Prepare and submit to the Council an annual budget; <br /> 7. Prepare and submit to the Council for adoption an administrative code <br /> incorporating the details of procedure; <br /> 8. Perform such other duties as required by the Council. <br /> City Department and Services <br /> Community Development <br /> Preparation of the City's comprehensive plan, review of development proposals, <br /> housing programs and inspections, building plan review, permits and inspections and <br /> code enforcement are the major functions performed by this department. , <br /> Economic Development <br /> Economic Development coordinates development and redevelopment activities and tax <br /> increment financing. <br /> Finance and Administration <br /> Finance and Administration includes accounting, payroll, city clerk functions as well as <br /> all personnel-related items, such as recruitment hiring, employee benefits, and <br /> compensation. <br /> Fire <br /> Mounds View and the neighboring communities of Blaine and Spring Lake Park, are <br /> served by a volunteer fire department. <br /> Golf Course <br /> Adjacent to Highway 118 and 35W in the northeast corner section of the City, the <br /> Bridges Golf Course is a nine hole golf course and 47 station practice ranger. <br /> The Bridges Golf Course and Range offers an enjoyable and challenging time for <br /> beginning, intermediate and expert golfers. <br /> S <br />
