Any grievance <br /> • not appealed, in writing, to the Fifth Step by the employee within 10 calendar days of receipt of <br /> the Clerk-Administrator's answer shall be waived. <br /> If a grievance is not presented within the time limits set forth above, it shall be <br /> considered waived. If a grievance is not appealed to the next step within the time limits, <br /> it shall be considered settled on the basis of the City's last answer. If the City does not <br /> answer a grievance, or an appeal thereof,within the specified time limits, the employee <br /> may elect to treat the grievance as denied at that step and may appeal the grievance to <br /> the next step. The time limit in each step may be extended by mutual written agreement <br /> of the City and the employee in each step. <br /> POLICY: HIRING POLICIES <br /> Approved By: Section: 1.40 <br /> Revision History: 1997 <br /> Position Vacancy Announcement <br /> Position vacancies in the City are published by posting announcements at City Hall, and various <br /> media sources as deemed necessary. Announcements specify the title and salary range of the <br /> positions; the nature of the work to be performed; the qualifications required for the job; the <br /> time, place and manner of making application; the closing date for receiving applications; and <br /> other pertinent information. Police, temporary and seasonal hiring may vary from this <br /> • procedure. <br /> Qualified internal candidates are encouraged to apply for position vacancies and will follow the <br /> same application procedure described below. <br /> The City will also attempt to include those individuals who have submitted an application for a <br /> specific position prior to the official position announcement. This will include applications <br /> submitted within the past one-year period immediately prior to the time of the announcement. <br /> Application Forms <br /> General application forms requiring information covering training, experience, references, and <br /> other pertinent information, including Immigration and Naturalization Service documents are <br /> available at City Hall. There may also be a supplemental application for position vacancies. <br /> Applications may be required to submit certificates from examining physicians, educational and <br /> training institutions, and reasonable proof of any statements made. Applications may be <br /> accepted by the personnel department at any time for a position. Applications shall remain on <br /> file for a period of one year. The appropriate application must be completed and signed by the <br /> person applying. <br /> Selection of Candidates <br /> Applicants are scored on a point system which measures qualifications for the position and <br /> veteran's status according to the DO Form 214. Based on the scoring, candidates are then <br /> Ank chosen for interviews. Examinations which will test fairly the capacity and fitness of the <br /> 111 candidate to discharge efficiently the duties of the position are held.
