411 September 5, 1997 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: September 8, 1997 City Council Meeting <br /> Here is what is on the agenda for Monday evening: <br /> Special Order of Business - Items 7A and B: Park and Recreation Commissioner Wayne <br /> Burmeister is leaving the commission and Jennifer Bergman is leaving employment with the City. <br /> Plaques have been made up for both recognizing them for their time with the City. We will be having <br /> a reception for Wayne fifteen minutes prior to the meeting Monday evening and everyone is invited <br /> for cookies in his honor. <br /> Consent Agenda-Item 8B-Compensation Study: The Council's approval of the consent agenda <br /> is to be considered as authorization to staff to conduct the compensation market study. The agenda <br /> title may not clearly reflect this and the Council may wish to pull this item from the consent agenda <br /> and move this authorization. <br /> Item 8E - Resolution No. 5157 Establishing Compensation for Interim Community <br /> Development Director: This is the resolution discussed last Tuesday evening to increase Tim <br /> • Ericson's pay by$500 a month during the interim director period. <br /> Council Business -Item 11A-Resolution 5154, MSP Development Review: Since Wednesday <br /> evening's Planning Commission meeting, I have been in constant dialogue with Council, residents, <br /> staff and to a lesser extent MSP regarding this project. The Planning Commission acted to approve <br /> the development review on a 4 to 3 margin. The Council chambers were again full, and the Council <br /> should expect Monday evening to have a full chamber again. Not decided Monday evening was the <br /> minor subdivision due in part to information arriving to staff too late to put together a resolution for <br /> the action. The Commission delayed action until the next meeting. MSP has been in contact with <br /> staff requesting further review by the Planning Commission be foregone and having the Council <br /> instead act on their request. Stas position has been to deny such a request as contrary to both the <br /> subdivision code and the understanding of everyone at the meeting last Wednesday. MSP may <br /> request this Monday evening, although I tend to think they will not. They may instead seek to forego <br /> the subdivision altogether and attempt to design the townhouse layout differently. This however, <br /> appears to then require another plan review by the Planning Commission. If they are present this <br /> Monday, their intentions may need to be clarified if the Council is to act on the plan review approved <br /> at the Planning Commission. <br /> As for the resident inquiries, almost all had to do with referendum provisions of the Charter and how <br /> they may apply in the questions of this development. An attorney claiming to represent resident <br /> interests on this matter has also contacted me. In dealing with this matter, I have asked Attorney <br /> dab Long to study the issues so as to be able to inform the groups and residents of actions the City have <br /> taken that would be subject to referendum provisions.
