This amendment <br /> has been prompted by the number of owner-occupied multiple family dwellings that because of <br /> how they are definied in the Housing Code, would require them to be inspected. The intent of <br /> this program was to inspect rental multiple family units, not owner-occupied housing. At the May <br /> • worksession, Council directed staff to dratf and ordinance that would remove the requirements of <br /> registration from all owner-occupied dwelling units. <br /> Analysis: <br /> Currently the Code requires the City to inspect all multiple family buildings. "Multiple Dwelling" <br /> in the Housing Code is defined as"a building or portion thereof containing two (2) or more <br /> units." By this definition, all duplexes, twin homes, townhomes and condominiums would be <br /> required to be inspected and registered anually regardless of whether they were owner-occupied <br /> or not. In order to limit the inspections and registrations to only those units which are renter- <br /> occupied, Ordinance 603 states that"Multiple Dwelling"be defined to include the definitions of <br /> "Dweelling, Multiple" and"Dwelling, Two-Family" as listed in Sections 1102.36 and 1102.339 of <br /> the Zoning Code. (These definitions are attached for your reference.) By adding these <br /> definitions to the registration reqiuirements, the ordinance would include all rental units in <br /> buildings with two or more units, but exclude the owner-occupied townhomes, condominims, and <br /> duplexes units. The ordinance also states that the registration and inspection requirements apply <br /> only to non owner-occupied units. <br /> Recommendation: <br /> Adopt Ordinance No. 603, an ordinance amending Section 1005.12 of the Mounds View <br /> Municipal Code. <br /> James Ericson, Planning Associate <br />
