PARTIES. <br /> This agreement is made and entered into by the Cities of <br /> Arden Hills, New Brighton, Mounds View, Shoreview, North <br /> Oaks, Roseville, Little Canada, Falcon Heights, and St . <br /> Anthony, all located in the State of Minnesota. <br /> II. RECITALS. <br /> A. Northwest Youth and Family Services (NYFS) is a non-profit <br /> corporation providing programs to meet the developmental needs <br /> of youth and families residing in the northwest suburbs of <br /> Ramsey County, including, but not limited to, the <br /> municipalities which are signatory to this agreement <br /> ( "participating municipalities" ) and students from Independent <br /> School Districts 621, 623 and 282 . <br /> 410 B . The participating municipalities intend to act as the <br /> sponsors of NYFS by providing financial support and policy <br /> guidance for its' activities, which activities are considered <br /> to be in the best interest of the citizens of the <br /> participating municipalities . <br /> C. It is the intent of the parties to set forth their <br /> respective rights and obligations pursuant to this joint <br /> powers agreement. <br /> D.The governing bodies of the participating municipalities <br /> have adopted resolutions authorizing the execution of this <br /> agreement pursuant to Minn. Stat. 471.59 . <br /> III.TERMS AND CONDITIONS. <br /> In consideration of the mutual understandings of this agreement, <br /> the parties hereby agree as follows : <br /> A. Funding, <br /> 1 . Communities will be asked to provide a resolution of <br /> support for such funding. <br /> In addition to the participating municipalities share of the <br /> 4110 annual budget, funds for the operation of NYFS will be secured <br /> from grants or appropriations from private organizations, the <br /> State of Minnesota, Federal and County Agencies, and other <br /> legal and appropriate sources. <br />
