This action shall be recorded with Ramsey <br /> County to take effect. <br /> When originally platted, these two lots and a third were placed in a drainage easement as they <br /> were deemed to be unbuildable. The City since that time has adopted its Local Water <br /> Management Plan which comprehensively deals with all aspects of drainage, stormwater runoff <br /> and wetlands within the City. Along with the Wetland Zoning Ordinance, which was adopted by <br /> the City in 1992 and revised in 1997, certain types of development under certain conditions are <br /> allowed within and alongside wetlands. Vacating a portion of the original easement over and <br /> across Lots 17 and 18 would not be inconsistent with either the Local Water Management Plan or <br /> the Wetland Zoning ordinance. SEH also recommended the City retain an additional ten feet of <br /> easement around the wetland to guarantee a natural vegetation strip would be maintained between <br /> the wetland and the sodded backyards. <br /> The City attorney has prepared Ordinance No. 603, an ordinance approving the vacation of that <br /> part of the drainage easement shown on the reduced grading plan. Once adopted by the City <br /> Council, the ordinance would then be published in the City newspaper and would become <br /> effective 30 days thereafter. <br /> Recommendations: • <br /> 1. Approve Resolution No.5173, a resolution approving the wetland alteration permit <br /> requested by the applicant, Good Value Homes, to allow for the construction of two <br /> single-family homes on lots 17 and 18, Edgewood Square, subject to stipulations. <br /> 2.
