I <br /> 0 To: Chuck Whiting, City Administrator <br /> From: Cathy Bennett, Dir of ED MEMORANDUM <br /> Subject: Design Theme RFP's <br /> Date: October 30, 1997 <br /> In July the EDA approved funding for a the development of design themes for the Highway 10 <br /> Corridor. Staff sent out an RFP for professional services and, with the assistance of Planning <br /> Commission members, interviewed four firms. The interview panel selected two firms and <br /> requested that a larger panel conduct second interviews with them to come up with one <br /> recommendation. <br /> In August, this item was postponed by the EDA until further evaluation of the ring road concept <br /> was identified. Although this is related to the ring road concept it is not exclusively tied to the <br /> ring road. The purpose of developing design themes was to integrate some standard into the <br /> current development proposals along Highway 10 to begin implementing a cohesive feel of the <br /> corridor through Mounds View. These development proposals are moving forward and staff is <br /> unsure what direction to provide them for a design through building materials, landscaping, etc. <br /> 0 I would like your direction on how to proceed with this matter. The two firms, SRF Consulting <br /> and Hoisington Koegler Group are both still interested in providing their expertise in facilitation <br /> of what the community may want for the corridor. This will tie directly into the ring road but <br /> there would still be value in a design theme without the ring road. I would like direction from the <br /> EDA to reconvene a group to interview and select a firm and move forward. I think it is critical <br /> to have and EDA representative on the interview panel. <br />
