7 <br /> • INTER <br /> OFFICEMEMO <br /> To: Chuck Whiting <br /> From: Rick Jopke <br /> Subject: Ring Road Community Meeting Comments and Concerns <br /> Date: October 30, 1997 <br /> The following are the comments and concerns which were brought up by the citizens at the <br /> October 28, 1997 Ring Road community meeting: <br /> 1. Highway 10 right-of-way width is too wide. <br /> 2. If the City is considering relocating or reorganizing the city hall/community center site, <br /> it should relocate the theatre site to the city hall site to preserve trees and wetlands. <br /> This could also minimize potential flooding in the adjacent neighborhood. <br /> 3. Wetlands need to be preserved and protected within the ring road study area. <br /> 4. There was a question about what the service nodes were which were identified on the <br /> plan, where they were located, and the impact they would have on adjacent residences. <br /> 5. The proposed plan for the city hall site would require relocation of a pumping station. <br /> 6. The plan would result in the loss of or further reduction of the softball and soccer fields <br /> on the city hall site. There is already a shortage of soccer fields in the city. <br /> 7. The proposed theatre and ring road proposals would isolate and adversely impact the <br /> Donatelles restaurant. <br /> 8. The ring road would be not benefit properties on the south side of Highway 10. The <br /> area is already developed. <br /> 9. The ring road would add to existing traffic problems south of Highway10. The amount, <br /> speed, and time of traffic on Mounds View Drive are problems which would get <br /> worse. The amount of traffic is a problem adjacent existing residential uses (Silver <br /> Lake Woods project). <br /> 10. The theatre project would add addtional late night traffic on Mounds View Drive. <br /> Ingress and egress of the theatre must be addressed. Mounds View Drive should not <br /> be extended to the theatre project. <br /> 11. The east/west orientation of the ring road is bad because cars will be driving into the <br /> sun in the morning and evening. <br /> 12. Lake Court Drive traffic levels increase when Mounds View Drive backs up. <br /> 13. Concern was expressed that this was"a done deal". <br /> 14. The proposed Walgreens development at Highway 10 and County Road I removes 4 <br /> homes and does not protect the homes remaining. The ring road would result in <br /> • additional commercial development which further adversely impact residential in the <br /> area. <br />
