Olsen CONSTRUCTION SERVICES <br /> MASTER PLANNING <br /> WAUContinuum INTERIOR DESIGN <br /> DATE: October 20, 1997 <br /> RE: Mounds View Community Center, Roof Issue Fax Transmittal <br /> #90634 <br /> With respect to the roof at the above referenced facility the following should be noted: <br /> • <br /> - The McKinzie Metro Appraisal report for the Bel-Rae facility, dated February 1996, <br /> indicated that the building was in good to average condition. <br /> - The WAI/Continuum Assessment Study for the Bel-Rae facility, dated April 1997, <br /> indicated that the roof appeared in relatively good shade. The study indicated that the <br /> roof was a single ply, ballasted membrane as manufactured by Carlisle. The age of the <br /> roof was estimated at maybe five or six years old. <br /> - The interior areas of the facility did show signs of past water damaged as referenced in <br /> Assessment Study. However,when that damaged occurred could not be determined. <br /> - A representative of Carlisle Roofing visited the site on October 10, 1997 along with a <br /> representative from the City and Flannery Construction. The condition of the roof was <br /> • the purpose of the site investigation, It was indicated that the roof membrane was still <br /> in good condition, the flashing details were also in good condition. However, glass <br /> remnants from bottles were found on the roof. This glass may have cut the roof if <br /> there were any traffic (foot or equipment) on the roof. The exact locations of these <br /> cuts would be very hard to find. Water leakage from these cuts could be possible. <br /> - At this point the source of the water leakage is undetermined. <br /> - Per discussions with the City, a new roof for the facility should be considered. The <br /> installation of the new roof should take place with the Phase 2 construction work. <br /> There will be new roof mechanical units placed on the existing root along with new <br /> metal flashing required for the new exterior brick to be installed. <br /> - The contract documents for the Phase 1, renovation work indicated that any patching <br /> of existing conditions to be completed must match existing conditions and demonstrate <br /> that the integrity of the installation be maintained (i.e. watertight condition). <br /> - All work related to Phase 1 construction should be installed to a watertight condition. <br /> With respect to the findings listed above, the source of the water leakage may not be <br /> known.
