RESOLUTION NO. 5173 <br /> • CTTY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION APPROVING THE WETLAND ALTERATION PERMIT <br /> FOR LOTS 17 AND 18,EDGEWOOD SQUARE,REQUESTED BY <br /> GOOD VALUE HOMES; PLANNING CASE NO. 506-97 <br /> WHEREAS, Good Value Homes has requested approval of a wetland alteration permit to <br /> construct two single-family homes on properties zoned R-1, Single-Family Residential, legally <br /> described as follows: <br /> Lots 17 and 18, Block 1, Edgewood Square,Ramsey County,Minnesota <br /> WHEREAS, Lots 17 and 18 each meet the dimensional requirements of a buildable lot as <br /> set forth in Section 1104.06 of the Mounds View Zoning Code; and, <br /> WHEREAS, parts of Lots 17 and 18 lay within the wetland designated as GF-4 in the <br /> City's Local Water Management Plan; and, <br /> WHEREAS, the minimum recommended building elevation within this sub-watershed is <br /> 903.4 feet; and, <br /> WHEREAS, The City reviews all development that occurs within wetlands and their <br /> buffers because of the important role that wetlands play in maintaining the ecosystem and the area <br /> hydrology, in that they are critical to the present and future health, safety and general welfare of <br /> the land, animals and people within the City, and, <br /> WHEREAS, the scope of the proposed work involves the filling, excavation and grading <br /> of land within the wetland buffer and the construction of two single-family homes; and, <br /> WHEREAS, the Rice Creek Watershed District on October 16, 1997, approved a permit <br /> for this project; and, <br /> WHEREAS, the City Engineer has reviewed the grading plan dated 10/3/97 and found it <br /> to be in compliance with the City's Local Water Management Plan; and; • <br /> WHEREAS, the Mounds View City Council has reviewed the proposal and finds it <br /> consistent with the standards in the City's Wetland Zoning Ordinance, Chapter 1010.08, <br /> Subdivision 4 as follows: <br /> • Any alteration shall not cause a The applicant proposes to fill 11,850 cf of flood storage <br /> • reduction in the flood storage capacity but will replace it with an additional 39,500 cf <br /> capacity of the wetland of flood storage capacity. <br />
