Silverview Estates Staff Report <br /> December 4, 1997 <br /> Page 5 • <br /> Outstanding Issues: <br /> The applicant has addressed the vast majority of the conditions established by the Planning <br /> Commission in its resolution recommendation approval of the Development Plan. The issues <br /> identified below represent the remaining items that must be addressed prior to administrative <br /> approval of the Final Plan and the issuance of any and all required permits by the City. These issues <br /> are included as conditions of approval of the Development Plan and are included in the Council <br /> resolution. <br /> The City Engineer shall review and approve the proposed gazebo at the rear of the 2-story <br /> office building to ensure that the manner in which it is designed and constructed will not impede <br /> surface water flow from the current site of Winiecki Insurance. <br /> a The Development Plan shall be modified to reflect an increased setback for the gazebo from the <br /> rear lot line of the Winiecki property to conform with City setback requirements for accessory <br /> structures. <br /> a The sign details shall include design for the entry signs to the Holiday Stationstore site along <br /> Highway 10 and Silver Lake Road. <br /> a The Development Plan shall be modified to reflect setback distances for the Holiday <br /> Stationstore entry signs in accordance with City Code. • <br /> a The Development Plan shall be modified to include two additional handicap accessible stalls on <br /> Lot 2, to be located on either side of the building's main entrance. <br /> o The City Engineer shall review and approve the new location for the NURP pond outlet on Lot <br /> 3 and the revised NURP pond overflow position on Lot 4. <br /> a An additional fire hydrant shall be added near the west end of the senior residence structure, <br /> and its location shall be subject to approval by the City Fire Marshall. <br /> a The car wash owner/operator shall recycle a minimum of sixty percent (60%) of the water used <br /> in the car wash process. <br /> a The recreational vehicle service center drain accessing the sanitary sewer system shall be kept <br /> locked or secured to prevent unauthorized dumping and to ensure controlled access. Detailed <br /> plans shall be submitted as part of the plumbing permit application that show measures that will <br /> be taken to prevent spillage and the method by which the drains will be secured. <br /> a The applicant shall work with the St. Paul Water Utility to ensure that the drainage culverts are <br /> operational. <br /> •0 A separate cross easement document shall be drafted and executed by the applicants which <br /> allows residents and guests of the senior residential community to utilize the parking area on <br /> Lot 2 subject to availability and parking demand. <br />
