creating additional wetland. Rice Creek Watershed District approved Ms. Ruf s soil correction
and mitigation plans on October 24, 1997. The City's Local Water Management Plan has set a
minimum building elevation for this subwatershed at 891.9 feet. The applicant is proposing a
basement elevation of 893.0 feet.
In order for the City Council to approve a wetland alteration permit request, the proposed
development shall comply with the requirements as specified in Section 1010.08, Subd. 4. I have
provided a matrix listing these requirements and whether or not this development satisfies the
individual criteria.
