Keehn,P.E. . ..e.j.___________ <br /> DATE: August 14, 1995 <br /> RE: Mounds View,Minnesota <br /> Review of Sherri Ruf Plat <br /> SEH No. A-MOUND9601.00 <br /> We have completed a review of the proposed plat and house location for the above mentioned <br /> property. Based on the drawing dated June 6, 1995 and updated on June 30, 1995,it appears that, <br /> with proper mitigation,the site will be acceptable. Since Rice Creek Watershed District is the Local <br /> Government Unit(LGU),they will have final approval of the mitigation plan. The property owner <br /> will need to obtain a variance of the 100-foot wetland buffer from the City <br /> • The mitigation process requires 5 years of monitoring the area to assure that the proposed wetland <br /> is established. Our major concern on this project is how can the City be assured that the wetland <br /> mitigation will work. If the current property owner completes the mitigation and then sells the <br /> land,the new property owner will be responsible for mitigation site. To protect the new property <br /> owner and the City, we recommend that the City consider not issuing a building permit on the <br /> property until either the mitigation site has been deemed successful by the LGU or an escrow <br /> account is established. The escrow can be used to redo the mitigation or purchase wetland banking <br /> credits. <br /> Other items the City may wish to consider as part of the project are: <br /> • A lot split so the City can purchase the south half of the property. This provides the City <br /> with an area that can be used for mitigation on future City projects. The City may wish to <br /> participate in the Ruf mitigation and bank the extra mitigation area. The south area of the <br /> lot could also be used for ponding as recommended in the drainage plan for Woodcrest Park <br /> Improvements. If the City does purchase or obtain part of the lot, they may be responsible <br /> for monitoring the mitigation. <br /> • A trail easement on the west side of the property may be appropriate. Many of the <br /> homeowners on Longview Drive use the current property as access to the Woodcrest Park. <br /> A trail would maintain their access. The easement would let potential property buyers <br /> know where the trail is proposed when purchasing the lot. <br /> III <br />
