City's on-sale with cabaret <br /> liquor license were presented to the Council for direction. At that time, <br /> Council directed staff to look further at the option that would base the <br /> liquor license fee on square footage that is primarily bar area and square <br /> footage that is primarily dining area. <br /> To determine the closest true cost possible for administering the fee, <br /> staff used the average cost of a police call to one of these establishments <br /> ($35/hr. x 1. 5 hr = $52 .50) plus the cost to administer the license and <br /> other indirect costs such as prosecution services ($2 . 50) for a total <br /> average cost per call of .$55. The Police Department provided staff with <br /> the number of calls for last year to help determine the total cost per <br /> establishment based on calls. Since it is impossible to determine what <br /> areas of an establishment drew police calls, for calculation purposes, 75% <br /> of the total calls were used for bar area and 25% for dining area. The <br /> total cost of servicing each establishment was then divided by the square <br /> footage of the bar area and dining area which yielded the multiplier used <br /> to determine the fee (multiplier x square ft. ) . The cost per call for the <br /> dining areas was reduced by 50% because less liquor is consumed in these <br /> areas.
