:,',7
Agenda Section: 2.
REQUEST FOR COUNCIL CONSIDERATION
I
INDS 94-123 2WS
STAFF REPORT Report Number:
M 6-30-94
AGENDA SESSION DATE July 6. 1994 Report Date:
DISPOSITION
Item Description: Update on Compost Site — Discussion Regarding Policy for Use of Chipper
Administrator's Review/Recommendation:
- No comments to supplement this report
- Comments attached.
Explanation/Summary (attach supplement sheets as necessary.)
SUMMARY:
Attached please find the Ramsey County Work Plan for the Maplewood and
Mounds View Yard Waste Site Searches. Maplewood has one site and has
asked Ramsey County to find an additional site for their community. '
Zak Hansen and I have been in communication on a weekly basis regarding
the alternative site search for Mounds View. He is still working with
TCCAP and MnDot for potential sites.
One of the approaches that was briefly discussed during the early stages
of trying to find a workable solution to the City's on-going costs for
hauling brush and other materials off the Ardan site was the possibility
of leasing the land to the County for a noaninal amount and allowing the
County to assume all responsibility for operating and maintaining the
site. While the City could certainly impose very definite, but
reasonable, restrictions on the operations and maintenance requirements,
it would alleviate the on-going costs the City is experiencing and
continue to provide a service to the community while, at the same time,
allowing the City time to develop a planned approach to the development
of Ardan Park.
From very preliminary discussions with Zak Hansen, it appears that the
County would be receptive to this concept.
The wood Chipper has arrived. Councilmember Quick has requested that the
Council discuss and develop a policy on its use.
Staff is seeking direction in the concept of leasing Ardan Park to the
County fo a time period as yet undefined.
Amiga - _ r_ I /
Sama tha Ord no, C 'ty Administrator
RECOMMENDATION;
